But that won't work for everyone. I want to post the job application, then maybe add the resume I created, and the cover letter I created, after the fact. But you assume I have those created first, and just need to add them to the app. I might want to come back later and add that cover letter, but if I don't add it during the "apply" stage, I can't - I'm pretty sure I can't edit, I have to delete it and start over. I think you should separate the processes, not make each one dependent on the one particular step. Hope that makes sense.
